This is the error message I get when I try to access the page
http://mail.google.com/gmail/ in Germany.
We can't provide service under the Gmail name in Germany; we're called Google Mail here instead.
If you're traveling in Germany, you can access your mail at http://mail.google.com.
Oh, and we'd like to link the URL above, but we're not allowed to do that either. Bummer.

The same goes for the url
http://www.gmail.com if you're using Firefox or Internet explorer.
However if you're using Google Chrome the url
http://www.gmail.com works fine or at least the redirection part since the url changes to http://mail.google.com/mail, but not the url
http://mail.google.com/gmail/. This seems like a strange thing to me. According to the error message they weren't allowed to do this or are the Chrome browser an exception?
